The Kerala State Electricity Board Ltd (KSEBL) has invited bids from developers to establish 65 MW of grid-connected wind energy projects in Kerala. This is under tariff-based competitive bidding.
The last date given for submission of bids is 20 June 2022 and the bidds will be open on 23 June.
Developers are allowed to submit bids for a minimum capacity limit of 2 MW and maximum of 65 MW.
The developer would need to quote a fixed tariff for the 25-year contract. This contract will account for energy purchased under the renewable purchase obligation (RPO), of KSEBL.
Karela State Electricity Board issued a notification that the projects must reach financial closure within seven months of the date of the power purchase arrangement (PPA)’s.
The bidder must pay a non-refundable submission fee of Rs 29,500. The EMD amount for 2-10 MW is Rs.2,00,000, for 10-50 MW it is Rs.3,00,000 and for 50-65 MW the EMD is Rs.5,00,000.
Rs.1,00,000 per MW is a success charges, which the successful bidders need to pay within 30 days of issuing the letter of award.
The project will only allow the deployment of turbines that are listed on the Revised List of Models and Manufactures, (RLMM), issued by the Ministry of New and Renewable Energy.
Developers can choose the location of the projects at their discretion based on cost, risk and responsibility. Developers will need to obtain a wind potential assessment and technical approval (ANERT) from the Agency for Non-Conventional Energy and Rural Technology. Before issuing the letter, ANERT must have technical approval.
The developer can install the entire project at a single location or may configure the project as being sub-divided into several blocks in Kerala.
The scheduled date for the commissioning of the project will be 18 months from the effective date of the PPA. The maximum time for commissioning the total project capacity will be 270 days from the scheduled date.
