Vietnam Electricity Group Proposes 2025 Wind Power Pricing Framework for Onshore (40 MW) and Nearshore (30 MW) Projects in Vietnam

On December 4, 2024, the Vietnam Electricity Group (EVN) submitted a proposal to the Ministry of Industry and Trade (MOIT) and the Electricity Regulatory Authority of Vietnam (ERAV) regarding the framework for electricity generation prices applicable to onshore and nearshore wind power plants for 2025. This follows the issuance of Circular No. 19/2023/TT-BCT by MOIT, which details methodologies for establishing annual electricity pricing frameworks for various renewable energy sources, including solar and wind power. This circular took effect on December 19, 2023.

Under the guidance of several official documents issued by MOIT and ERAV, EVN commissioned the Electricity Power Trading Company (EPTC) to engage consultants for calculating the price framework for renewable energy sources, including solar, wind, biomass, waste-to-energy, hydropower, and battery storage systems. EPTC collaborated with the Institute of Energy for technical evaluations, supported by data provided by provincial authorities and investors.

Due to regulatory complexities and a lack of finalized data for certain projects, EVN focused on two categories of wind power plants: onshore and nearshore. Specific examples include the Hai Anh Wind Power Plant (40 MW, approved in 2024) for onshore, and Nexif Energy Ben Tre (30 MW, approved in 2023) for nearshore. EVN calculated pricing frameworks based on key economic and technical parameters such as a 20-year lifespan, defined capital investment rates, fixed operation and maintenance costs, and standardized loan terms.

The proposed electricity generation prices are 1,610.56 VND per kWh for onshore wind and 1,890.68 VND per kWh for nearshore wind power plants. However, EVN highlighted inconsistencies in the naming conventions for wind power projects across different regulatory documents, namely Decision No. 262/QĐ-TTg and Circular No. 19/2023/TT-BCT, and sought clarification on the matter.

The proposal underscores EVN’s efforts to ensure the timely implementation of Vietnam’s national power development strategy while navigating the regulatory and technical challenges associated with renewable energy pricing.
