The Ministry of New and Renewable Energy (MNRE) has made important changes to the rules for approving wind turbines in India. These changes were announced through an office memorandum dated July 31, 2025. The aim is to improve regulation and promote better quality and security in the wind energy sector. The biggest update is that the earlier list known as the RLMM will now be called the Approved List of Models and Manufacturers (Wind), or ALMM(Wind). This new list will officially contain all approved wind turbine models and their manufacturers.
According to the new rules, manufacturers who want to be included in ALMM(Wind) must submit updated documents. These include the Certificate of Incorporation, the Type Certificate of the wind turbine model without enclosures, and the IS/ISO Certificate. All these documents must be submitted in PDF format. The MNRE website will also display detailed information about each approved model. This will include the manufacturer’s name and contact, the model name, and technical specifications like Hub Height, Rotor Diameter, Tower Type, and Rated Power. It will also include details about technical partnerships, validity of certificates, and vendors of key parts such as blades, towers, generators, gearboxes, and special bearings.
A new rule, clause 4(h), has been added to improve the quality of wind turbines. It requires that the Type Certificate of a wind turbine must now also confirm the assembly or manufacturing facility of important components like blades, towers, gearboxes, generators, and special bearings. MNRE will create a technical team to inspect these facilities. After the inspection, MNRE will publish a separate list called the Approved List of Models and Manufacturers (Wind Turbine Components). From now on, only components from this list can be used in wind energy projects. A separate Standard Operating Procedure will be announced for these inspections.
Another important rule, clause 4(i), focuses on data safety. All data centers or servers related to wind turbines must be located in India. Wind turbine data must be stored within the country, and real-time data cannot be transferred outside India. Also, operational control of wind turbines must be done from inside India. Manufacturers are required to set up an R&D center in India within one year from the date of this office memorandum.
Some projects are exempt from the new rule in clause 4(h). Projects that were bid before this update are exempt if completed within three years. Also, wind power projects under Captive, Open Access, Commercial and Industrial, or Third Party modes are exempt if they are commissioned within 18 months. New manufacturers and new models can install up to 800 MW in two years after being listed in ALMM(Wind). However, they must register on a new component sourcing portal and submit quarterly reports. If they fail to do so, their models may be removed from the list.
These rules apply to all wind turbines, both old and new. Imports of wind turbine parts must follow REEIMS rules once notified. All earlier rules still apply. These changes aim to make India’s wind energy sector more transparent, secure, and high in quality.
