Vietnam Electricity has granted a commercial operation certificate for the initial 300 MW of the 600 MW Monsoon Wind Power Project in Laos, developed by POWERCHINA. This milestone represents a major step forward for Southeast Asia’s largest wind power project, supporting Laos’s energy transition and enhancing regional green power connectivity.
As Asia’s first cross-border renewable energy transmission initiative, the project overcame complex technical and regulatory challenges. The project team worked closely with senior stakeholders, participated in grid approvals, and ensured alignment with Vietnam Electricity and the Ministry of Industry and Trade’s latest policies.
With dynamic testing of the full 600 MW completed, the project is now undergoing a 72-hour reliability and power quality test. Full commercial operations are expected to commence in August.
