UPPCL Revises Wind Power Procurement To 500 MW, Seeks UPERC Approval In Uttar Pradesh

Uttar Pradesh Power Corporation Limited (UPPCL) has approached the Uttar Pradesh Electricity Regulatory Commission (UPERC) for approval to procure 690 MW of wind power through a long-term Power Sale Agreement (PSA) signed on October 19, 2023. This power was selected through a tariff-based competitive bidding process under the Inter-State Transmission System (ISTS) Tranche-XIV scheme.

The matter was taken up by the Commission comprising Chairman Shri Arvind Kumar and Member Shri Sanjay Kumar Singh. During the hearing on July 29, 2025, representatives from UPPCL, including advocates Shri Divyanshu Bhatt and Shri Shashwat Singh, and Superintending Engineer Shri Manish Dwivedi, were present.

Previously, the Commission had issued an order on November 4, 2024, to keep the matter in abeyance until both parties, UPPCL and Solar Energy Corporation of India Ltd. (SECI), came to a mutual understanding and submitted the required documents. UPPCL later filed an additional affidavit on November 6, 2024. Subsequently, on July 4, 2025, UPPCL applied to place on record a Supplementary Power Sale Agreement (SPSA) dated June 4, 2025, executed between SECI and UPPCL.

During the recent hearing, Advocate Shri Divyanshu Bhatt informed the Commission that Green Prairie Energy Pvt. Ltd., one of the successful bidders, did not sign the Power Purchase Agreement (PPA) with SECI for the allocated 190 MW capacity. As a result, UPPCL decided to revise the contracted capacity from 690 MW to 500 MW under the original PSA dated October 19, 2023. The updated SPSA reflecting this change was executed on June 4, 2025.

Counsel for UPPCL requested ten days to amend the petition following the revised capacity and to reflect the changes in the prayers made earlier. The Commission accepted this request and allowed UPPCL to file the amended petition within the stipulated period, with a copy to be provided to SECI.

The matter has been listed for the next hearing on August 12, 2025, by which time UPPCL is expected to complete the required amendment and submit all relevant documents to proceed with the approval of the revised wind power procurement plan.
