Gujarat Urja Vikas Nigam Limited (GUVNL) has taken a significant step to boost renewable energy in the state by launching a new wind power tender. The Request for Selection (RfS No. GUVNL / 250 MW / Wind (Phase X) dated September 26, 2025) aims to procure power from 250 MW of new grid-connected wind projects. In addition, there is a ‘Greenshoe option’ allowing an extra 250 MW of capacity at the lowest discovered tariff, making the total potential capacity 500 MW. This initiative highlights Gujarat’s commitment to expanding its renewable energy footprint and meeting its Renewable Purchase Obligations (RPO).
The tender is designed to attract serious developers by offering long-term security. Successful bidders will sign a 25-year Power Purchase Agreement (PPA) with GUVNL from the Scheduled Commencement-of-Supply Date (SCSD). This long-term contract provides tariff certainty and encourages sustained investment in renewable energy infrastructure.
To ensure commitment, GUVNL has specified financial obligations for participating developers. Bidders must submit an Earnest Money Deposit (EMD) of ₹1.3 million (approximately $15,600) per MW of quoted capacity. This deposit confirms a bidder’s intent to proceed with the project if selected. Additionally, the successful developer must provide a Performance Bank Guarantee (PBG) of ₹3.2 million (around $38,400) per MW before signing the PPA. The PBG remains valid beyond the project commissioning date and serves as a safeguard against non-performance or delays.
The tender includes clear timelines to fast-track project completion. The bid submission deadline is November 3, 2025, with bid opening scheduled for November 7, 2025. Developers must achieve financial closure within twelve months from the date of PPA execution. The projects are expected to be commissioned within twenty-four months from the PPA date, ensuring timely addition of renewable capacity to the state’s grid.
GUVNL places comprehensive responsibilities on the winning developers. They must secure all necessary land for the projects and establish the wind farms along with dedicated transmission networks connecting to either the central or state transmission utilities. Operationally, projects are required to maintain a minimum Annual Capacity Utilisation Factor (CUF) of 25%. Penalties, including encashment of EMD and PBG, are imposed for commissioning delays or failure to meet the required energy generation standards.
The tender also emphasizes the use of commercially established and operational technologies. Only wind turbine models listed in the Ministry of New and Renewable Energy’s (MNRE) Approved List of Models and Manufacturers (RLMM) are allowed, ensuring the adoption of reliable and tested solutions.
