MNRE Issues SOP For Approved List Of Wind Turbine Models And Manufacturers Under ALMM-Wind Framework

The Ministry of New and Renewable Energy (MNRE), Government of India, has released a detailed Standard Operating Procedure (SOP) for the Approved List of Models and Manufacturers for Wind Turbines (ALMM-Wind) and for Wind Turbine Components (ALMM-WTC). The new SOP, issued through an Office Memorandum on October 29, 2025, aims to establish a transparent, uniform, and standardized procedure for approving wind turbine models and manufacturers in India. This new directive follows an important amendment issued by MNRE on July 31, 2025, which revised the regulatory process for including or updating wind turbine models under the unified framework of ALMM-Wind.

The SOP is designed to ensure that all stakeholders in the domestic wind energy sector adhere to the highest standards of quality, safety, and performance. It mandates strict compliance from all manufacturers and model developers seeking inclusion in the approved lists. The procedure clearly defines the documentation, certification, and verification requirements to maintain consistency and transparency across the wind energy industry.

Under this SOP, the application process for enlistment in the ALMM-Wind and ALMM-WTC is comprehensive, requiring detailed documentation in three main areas: legal identity, technical certification, and quality assurance. Applicants must submit an official application form along with key supporting documents such as the company’s registration certificate from the Ministry of Corporate Affairs and an authorization letter granting the signatory the legal right to file and submit the application.

A major component of the procedure focuses on technical verification. Every wind turbine model or component seeking approval must possess a valid Type Certificate issued by a globally accredited certification body. This certificate must comply strictly with the IS/IEC/IECRE OD 501 type certification scheme to ensure that the model meets internationally recognized performance and safety standards. Applicants must also provide supporting documents including a Statement of Compliance or Conformity Statement, the Final Evaluation Report, and a certified copy of the model’s official Power Curve, which verifies its energy generation capability under different operational conditions.

The SOP also emphasizes the importance of quality control and local manufacturing. Manufacturers must hold a valid ISO Certificate for their Quality Management System (QMS), issued specifically in the company’s name. The Type Certificate and ISO Certificate must both clearly mention that the manufacturing facilities for critical components such as the hub and nacelle are located in India. This condition reinforces the government’s focus on promoting domestic manufacturing and self-reliance in the wind energy sector. Additionally, both the Type Certifying Body and the ISO Certifying Body must provide valid accreditation certificates to verify their credibility and recognition.

To ensure legal accountability, the SOP requires manufacturers to submit two legally binding documents — an affidavit and an indemnity bond — on non-judicial stamp paper of ₹100 denomination. These must be properly signed, attested, and submitted in the prescribed format, affirming the manufacturer’s compliance with all regulatory guidelines.

The issuance of this SOP marks an important milestone for India’s renewable energy sector. By setting clear and standardized rules for wind turbine approval, MNRE is reinforcing its commitment to promoting quality assurance, safety, and transparency in the country’s growing wind energy industry. The new procedure reflects the government’s continued effort to strengthen India’s position as a global leader in clean and sustainable energy.
