Solar Energy Corporation of India Limited has issued a new tender to develop 1200 MW of ISTS-connected wind power projects across India. The initiative, known as SECI-Tranche-XX, will select Wind Power Developers through a tariff-based competitive bidding process followed by an e-reverse auction. This move is part of India’s ongoing efforts to expand its renewable energy capacity and strengthen clean power infrastructure.
Under the tender, SECI will sign a Power Purchase Agreement with the selected developers for a period of 25 years. The projects will be developed on a Build-Own-Operate basis, giving developers full responsibility for setting up and managing the plants. Bidders can apply for a minimum capacity of 50 MW and a maximum of 600 MW under a single bid, allowing both mid-sized and large developers to participate.
The responsibility of the developer includes identifying suitable land, installing the wind power project, and securing all necessary approvals. They must also arrange connectivity with the Inter-State Transmission System network. This means developers will handle the entire process from planning to execution, including grid integration.
To participate in the bidding process, companies must meet certain financial requirements. A non-refundable document fee of INR 50,000 plus GST is required. In addition, bidders must pay a processing fee of INR 20,000 per MW, which is capped at INR 20 lakh plus GST. These costs are standard in large-scale renewable energy tenders and ensure serious participation.
The tender also includes strict financial security measures. An Earnest Money Deposit of INR 13.68 lakh per MW must be submitted with the bid. This can be provided through a bank guarantee or other approved financial instruments. Once selected, developers must submit a Performance Bank Guarantee of INR 34.20 lakh per MW before signing the agreement. This ensures timely project execution and compliance.
The tender was issued on April 21, 2026. Key dates such as the pre-bid meeting, bid submission deadline, and bid opening will be conducted as per the schedule available on the ISN-ETS portal. The date for the e-reverse auction will be shared separately with eligible bidders.
Developers must also apply for grid connectivity within 30 days of signing the agreement. The projects must achieve a minimum annual Capacity Utilization Factor of 22 percent. SECI will act as an intermediary agency, purchasing power from these projects and supplying it to different buyers across the country. This tender is expected to attract strong interest from the wind energy sector and support India’s clean energy targets.
