In a significant move towards expanding India’s renewable energy portfolio, the Solar Energy Corporation of India Ltd (SECI) has announced the release of a Request for Selection (RfS) document for the allocation of seabed lease rights for 4000 MW offshore wind power projects. The ambitious project, located off the coast of Tamil Nadu, aims to boost the nation’s clean energy capacity through international competitive bidding.
The comprehensive scope of work outlined in the RfS includes survey and development activities, designing, financing, constructing, commissioning, operating, maintaining, and decommissioning the offshore wind power projects. Additionally, the development of a robust transmission system to deliver power at the offshore substation, ensuring grid connectivity, and facilitating long-term access to the grid is a key aspect of the project.
To participate in the bidding process, interested parties must adhere to the document fee of INR 20,000, along with a bid processing fee of INR 15,00,000, both subject to Goods & Services Tax. Furthermore, an Earnest Money Deposit (EMD) of INR 1,00,00,000 per block is required in the form of a bank guarantee.
Through this initiative, SECI aims to lease seabed areas, including specific offshore wind sub-blocks 2, 3, 4, and 7, to facilitate the development of a substantial 4000 MW equivalent offshore wind project capacity. This endeavor aligns with India’s commitment to harnessing clean and sustainable energy sources, marking a pivotal step towards achieving the nation’s renewable energy targets.
The deadline to submit digital copies of bids is May 2, 2024. For hard copy submissions, the deadline is extended to May 6, 2024. The bid opening is set for Tuesday, May 7, 2024.
