NHPC Invites Bids for 1200MW Wind Power Supply in Tranche-2 Through Competitive Bidding

NHPC Limited has released a tender inviting bids for the supply of 1200MW power from Inter-State Transmission System (ISTS) connected Wind Power Projects under Tariff Based Competitive Bidding (TBCB) in Tranche-2. The bid submission deadline is set for February 28, 2024, at 5:30 PM, with the bid opening scheduled for March 4, 2024, at 11:30 AM.

According to NHPC’s announcement, the selected Wind Power Developers/Wind Power Generators (WPD/WPG) will be responsible for establishing ISTS connected Wind Power Projects with a minimum project size of 50 MW and in multiples of 10 MW under the OPEN category. The cumulative capacity offered by a single bidder, including its related entities, is capped at 600 MW, representing 50% of the total contracted capacity under this Request for Selection (RfS).

NHPC emphasizes a transparent and secure bidding process, employing a Single Stage Two Envelope Bidding Process. The Technical Bid (Envelope-I) and Financial Bid (Envelope-II) will be evaluated during the e-bidding process conducted on the Central Public Procurement (CPP) Portal.

Upon conclusion of the bidding process, NHPC intends to enter into Power Purchase Agreements (PPA) with the selected bidders for the purchase of Wind power. The contracted capacity is set at 1200 MW, and the Power Purchase Agreement will span a period of 25 years from the Scheduled Commencement of Supply Date (SCSD) of the project. NHPC will act as an intermediary nodal agency, facilitating the procurement and sale of power on a back-to-back basis between the Wind Power Developers and Buying Entities, such as State Utilities, Discoms, or other Beneficiaries across India. The specific details of the Buying Entities will be communicated at a later date.
