Deendayal Port Authority Leverages 6 MW Wind Power For RPO Compliance In FY 2020-21

The Deendayal Port Authority reported that it consumed power from its own 6 MW wind power plant and purchased additional power from Paschim Gujarat Vij Company Limited (PGVCL) during the financial year 2020-21. The port authority did not procure power from any other sources during this period. This information was referenced in the daily order for Petition No. 1,992 of 2021, dated November 28, 2022, concerning the submission of the quarterly Renewable Purchase Obligation (RPO) compliance report for FY 2020-21.

The port authority detailed its power purchases from various sources and highlighted its efforts to meet the RPO for the first, second, third, and fourth quarters of FY 2020-21. In addressing the RPO compliance, the petitioner referred to the Hon’ble Commission’s order in the Suo-Motu Petition No. 1542 of 2015, dated December 31, 2016. According to Clause No. 15 of this order, the Hon’ble Commission had exempted the Deendayal Port Authority from complying with the RPO on the grounds that the power it procures from PGVCL includes a renewable energy component.

The data presented showed that the port authority’s power procurement from wind energy (a non-solar renewable source) was significantly higher than the RPO requirement. The petitioner emphasized that procuring additional power from solar energy would lead to extra costs for the port authority. Given that the majority of its energy requirements are already met through renewable sources, particularly wind power, the petitioner requested the Hon’ble Commission to consider the power procurement from wind energy as sufficient to fulfill its overall RPO obligations.
