SECI Floats Tender for 600 MW ISTS-Connected Wind Power Projects Under Tranche-XIX

The Solar Energy Corporation of India (SECI) has invited bids for the development of 600 MW of Inter-State Transmission System (ISTS)-connected wind power projects across the country under the Tranche-XIX of its competitive bidding program. The initiative aims to boost India’s renewable energy capacity and strengthen wind power integration into the national grid.

According to the Request for Selection (RfS) document, each Wind Power Developer (WPD) will be responsible for setting up wind power projects, including land identification, installation, and establishing transmission connectivity up to the interconnection point. The projects will be owned and operated by the developers, with power supplied to SECI under a tariff-based competitive bidding process.

The RfS fee is set at ₹59,000, and the total project capacity may be expanded by an additional 300 MW under a Greenshoe option. The selection process will include e-bidding followed by an e-Reverse Auction (e-RA) to ensure transparent tariff discovery.

Key tender milestones include a pre-bid meeting on October 27, 2025, and online bid submission closing on November 24, 2025, at 6:00 PM. Offline submissions will be accepted until November 26, while bids will open on November 27, 2025.

Bidders are required to submit an Earnest Money Deposit (EMD) of ₹13.32 lakh per MW in the form of a bank guarantee valid for 12 months. Successful bidders must provide a Performance Bank Guarantee (PBG) of ₹33.30 lakh per MW before signing the Power Purchase Agreement (PPA). Additionally, success charges of ₹1 lakh per MW plus applicable taxes are payable to SECI for administrative and coordination activities.

This latest tranche underscores SECI’s continued commitment to expanding India’s renewable energy portfolio and accelerating progress toward the country’s clean energy targets.
