A recent petition was brought before the Gujarat Electricity Regulatory Commission (GERC) by the Gujarat Urja Vikas Nigam Limited (GUVNL). The petition was focused on the procurement and adoption of tariffs for power from grid-connected wind power projects. This initiative was part of a competitive bidding process for a 500 MW wind power project in Gujarat, with the possibility of an additional 500 MW allocation. The petition highlighted the need for this procurement to meet the state’s Renewable Purchase Obligation (RPO) and to support the overall goal of integrating renewable energy into the power grid.
GUVNL, representing four distribution companies, sought the Commission’s approval for the tariffs discovered through the competitive bidding process. The competitive bidding process involved several steps, including the issuance of a Request for Selection (RfS) and the conduction of a pre-bid meeting with prospective bidders. Queries and suggestions from these bidders were addressed, and modifications were made to the RfS and Draft Power Purchase Agreement (PPA) documents based on these interactions.
The bidding process saw participation from four bidders, offering a total capacity of 205 MW. Following the technical and financial bid evaluation, the e-reverse auction was conducted, resulting in the successful selection of two bidders: Alfanar Power Limited and Juniper Green Energy Private Limited. The discovered tariffs for these projects were Rs. 3.42 per unit and Rs. 3.44 per unit, respectively.
The Commission was informed about the challenges faced by project developers, such as land acquisition issues, transmission connectivity problems, and market volatility leading to increased project costs. Despite these challenges, the tariffs discovered were considered competitive and within the market range, especially when compared to other recent wind power tenders in the country.
The petition also outlined the broader context of renewable energy procurement in Gujarat. The state has been proactive in promoting renewable energy, with significant targets for wind and solar power. GUVNL has previously conducted multiple rounds of competitive bidding, resulting in the procurement of substantial wind power capacity. This ongoing effort is part of a strategic approach to diversify the energy mix and reduce dependency on fossil fuels.
GUVNL emphasized the importance of wind power in balancing the grid, particularly because wind generation tends to be higher during non-solar hours. This characteristic makes wind power a complementary resource to solar energy, contributing to a more stable and reliable power supply.
The Commission considered the submissions from GUVNL and the justifications provided for the discovered tariffs. After evaluating the technical and financial aspects, the Commission decided to approve the tariffs and allowed GUVNL to proceed with signing the PPAs with the successful bidders. This approval marked a significant step forward in Gujarat’s renewable energy journey, reinforcing the state’s commitment to sustainable energy development and climate change mitigation.
Overall, the petition and the subsequent approval of tariffs for the wind power projects highlight Gujarat’s ongoing efforts to integrate renewable energy into its power grid, ensuring a greener and more sustainable future for the state.
