The Madhya Pradesh Industrial Development Corporation Limited (MPIDC) has issued an Expression of Interest (EOI) for the engagement of a technical consultant or consultancy firm for the design, technical specifications, and establishment of a Calibration Wind Tunnel facility at Mohasa-Babai Industrial Area in Narmadapuram, Madhya Pradesh. This initiative is part of the government’s plan to develop an exclusive manufacturing zone for power and renewable energy equipment in the region.
The project is being jointly established by the Ministry of New and Renewable Energy and the Ministry of Power, Government of India, in collaboration with MPIDC. The Calibration Wind Tunnel facility will be developed to meet international standards, specifically IEC 61400-12-1, MEASNET, and IECRE OD requirements. It will be used for the calibration of cup anemometers and wind vanes, which are critical for wind energy applications.
MPIDC has invited experienced and qualified consultancy firms to provide comprehensive technical services. The selected consultant will be responsible for preparing detailed technical specifications for civil construction, designing the Calibration Wind Tunnel, and assisting in the tendering process. This includes preparing bid documents, responding to technical queries from bidders, and evaluating technical bids. The consultant will also oversee the procurement, testing, and commissioning of equipment for the wind tunnel facility.
The consultant will further assist MPIDC in obtaining necessary statutory approvals, including environmental clearances, building permits, and pollution control approvals. Additionally, they will provide guidance on customs procedures and import regulations for equipment required for the project. The consultant must ensure that the facility adheres to all applicable environmental regulations and best practices.
To be eligible, the consultancy firm must have experience in handling similar calibration and testing projects, particularly in wind tunnel facilities. Preference will be given to firms with prior experience in designing calibration wind tunnels for anemometers and wind vanes as per international standards. The firm must also demonstrate expertise in civil engineering, aerodynamics, electrical systems, and project management.
The timeline for project execution has been clearly defined. The consultant is expected to complete the civil construction specifications within 15 days of the contract award, followed by the preparation of technical specifications for the wind tunnel within 20 days. A complete tender document must be ready within 30 days, with further assistance in bid evaluation, contract finalization, and equipment commissioning.
Interested consultancy firms must submit their EOI proposals in a sealed cover to MPIDC by February 17, 2025. The selection will be based on the firm’s expertise, past experience, financial capability, and proposed methodology for the project. MPIDC reserves the right to modify the EOI terms or disqualify any applicant if necessary.
This initiative aims to strengthen India’s renewable energy sector by establishing high-quality testing and calibration facilities, ensuring accurate wind measurements, and efficient energy generation from wind power projects.
