The Indian Wind Turbine Manufacturers Association (IWTMA) has released a report calling for greater alignment of state-level policies and regulatory practices to help India achieve annual wind capacity additions of around 10 GW and reach its target of 100 GW of wind capacity by 2030.
Titled “Learning from States: Policy Harmony for 10 GW Annual Wind Capacity Additions,” the report identifies policy and regulatory measures that could be replicated across states to accelerate wind project development and address execution bottlenecks.
India added 6.1 GW of new wind capacity during FY2025-26, the highest annual addition recorded by the sector, taking cumulative installed wind capacity to 55 GW as of March 2026.
The country currently has a wind project pipeline comprising 43 GW under construction, 25.8 GW awarded during FY2023-25 and a further 7.6 GW awarded in FY2025-26. IWTMA said annual installations will need to increase to approximately 10 GW for the remainder of the decade to reach the 100 GW target by 2030.
The report identifies transmission readiness and connectivity allocation, land acquisition and Right of Way, regulatory approvals, and timely execution of power sale agreements as key challenges that need to be addressed to accelerate project commissioning.
The study evaluates eight major and emerging wind-producing states—Karnataka, Maharashtra, Gujarat, Rajasthan, Andhra Pradesh, Madhya Pradesh, Tamil Nadu and Telangana—across nine areas of the wind project lifecycle.
The assessment is divided into two frameworks: Demand Enablement and Project Execution & Clearance. Demand Enablement covers energy planning, grid planning, utility allocation and Renewable Purchase Obligation (RPO) compliance, as well as commercial and industrial (C&I) and open-access markets. Project Execution & Clearance covers project registration, land acquisition, grid connectivity, Right of Way and commissioning.
States Identify Best Practices for Wind Development
The report highlights several state-level practices that could be adopted more widely, including GIS-based wind resource assessments at the taluka level, explicit wind capacity targets in state renewable energy plans, five-year rolling transmission plans and publication of substation-level evacuation capacity.
It also recommends wind-specific RPO trajectories and time-bound approvals under Green Energy Open Access frameworks to improve demand visibility and project development timelines.
For project execution, IWTMA recommends unified single-window registration systems, end-to-end digital project tracking, clearly defined land allotment frameworks and online, time-bound land-use conversion processes.
The report also calls for digital grid connectivity applications with transparent eligibility and queue management, online Right of Way approvals and standardised digital processes for electrical safety approvals, synchronisation and commissioning.
Gujarat was identified as the strongest performer under the Demand Enablement framework, with leading practices across long-term energy planning, transmission planning, procurement and RPO implementation, as well as C&I and open-access processes.
Under Project Execution & Clearance, Maharashtra demonstrated best-practice performance across 12 parameters, followed by Gujarat across 11 parameters. The report highlighted integrated digital platforms and clearly defined approval processes as key factors in reducing project development delays.
IWTMA Calls for Replication of State-Level Practices
The report identifies several practices with potential for national replication, including five-year rolling transmission plans with substation-level development, publication of available grid margins for renewable energy integration and Green Energy Open Access approvals within 15 days through single-window portals.
It also recommends granting grid connectivity within 30 days, subject to feasibility, alongside defined timelines and digital workflows for land acquisition, Right of Way and commissioning approvals.
“With India’s renewable energy landscape evolving, the role of State Governments becomes increasingly important. While national policies provide strategic direction, it is often at the state level that projects are conceptualized, developed, and implemented,” said Santosh Kumar Sarangi, Secretary, Ministry of New and Renewable Energy.
Girish Tanti, Chairman of IWTMA, said wind energy remains a key component of India’s energy transition as the country works towards its broader target of 500 GW of non-fossil fuel-based capacity by 2030.
The report noted that Central and State agencies are already planning more than 152 GW of transmission evacuation infrastructure by 2030. IWTMA said coordinated implementation of state-level reforms could help convert India’s existing wind project pipeline into commissioned capacity while reducing development timelines and transaction costs.
The report is intended to provide policymakers, regulators, state agencies, developers and investors with a framework to benchmark state policies against established practices and identify measures that can be adapted to local market conditions.
IWTMA concluded that greater policy harmonisation and replication of proven state-level practices will be critical to closing the gap between India’s wind project pipeline and actual commissioning, while creating a predictable regulatory environment capable of supporting 10 GW of annual wind capacity additions through 2030.
