The Indian Wind Turbine Manufacturers Association (IWTMA) has released a report titled “Learning from States: Policy Harmony for 10 GW Annual Wind Capacity Additions,” highlighting state-level policy and regulatory practices that can help India accelerate wind power development and achieve its target of 100 GW of wind capacity by 2030.
India added a record 6.1 GW of wind capacity during FY2025-26, taking total installed wind capacity to around 55 GW as of March 2026. With 43 GW of projects under construction, along with projects awarded in recent years, the country has a strong development pipeline. However, India will need to increase annual wind installations to about 10 GW to remain on track for the 2030 target.
The IWTMA report identifies state-level execution challenges as a major factor that could affect this growth. These include transmission readiness, grid connectivity, land acquisition, Right of Way, regulatory clearances and timely execution of power sale agreements.
The study evaluates Karnataka, Maharashtra, Gujarat, Rajasthan, Andhra Pradesh, Madhya Pradesh, Tamil Nadu and Telangana across nine key areas of wind project development. These are divided into Demand Enablement and Project Execution & Clearance.
The report highlights several successful practices that could be adopted across states. These include GIS-based wind resource assessments, wind-specific targets in renewable energy plans, five-year rolling transmission plans, publication of substation-level evacuation capacity, clear RPO trajectories and time-bound Green Energy Open Access approvals.
For project execution, IWTMA recommends unified single-window registration systems, digital project tracking, transparent land allotment processes, online land-use conversion, digital grid connectivity applications, online Right of Way approvals and standardized processes for safety, synchronization and commissioning.
Gujarat emerged as the strongest state under the Demand Enablement framework, while Maharashtra demonstrated best-practice performance across 12 project execution parameters. Gujarat followed with 11 parameters, reflecting the benefits of integrated digital systems and clearly defined approval procedures.
IWTMA Chairman Girish Tanti said wind energy remains a key pillar of India’s energy transition and stressed the importance of stronger regulatory foundations for large-scale deployment. MNRE Secretary Santosh Kumar Sarangi also highlighted the important role of state governments in attracting investments and facilitating renewable energy projects.
The report concludes that greater policy harmonization, digital approvals and coordinated transmission planning can reduce project delays, lower development costs and strengthen investor confidence. Replicating proven state-level practices will be critical for converting India’s wind pipeline into commissioned capacity and enabling approximately 10 GW of annual additions.
