Abu Dhabi-based clean energy company Masdar and Finnish renewable energy fund manager Taaleri Energia have inaugurated the 154 MW Čibuk 2 wind farm in Serbia, creating the largest wind power hub in Serbia and the wider Western Balkans.
Located in the South Banat region, around 40 kilometres from Belgrade, Čibuk 2 operates alongside the 158 MW Čibuk 1 wind farm. Together, the two projects have a combined installed capacity of 312 MW and are expected to generate enough clean electricity to power around 178,800 households.
The combined Čibuk wind complex represents more than €500 million in foreign direct investment in Serbia’s energy infrastructure. The inauguration was attended by Serbia’s Minister of Mining and Energy Dubravka Đedović Handanović, UAE Ambassador to Serbia Ahmed Almenhali, Finland’s Deputy Ambassador Elina Ollila, and senior representatives from Masdar and Taaleri Energia.
The Čibuk 2 project is expected to strengthen Serbia’s energy security by providing dependable and competitively priced electricity generated domestically. The project will also help reduce the country’s exposure to fuel price volatility while supporting the diversification of its electricity generation mix.
Čibuk 2 consists of 22 Nordex wind turbines and is expected to generate up to 336,000 MWh of clean electricity annually. The project alone will provide enough electricity to supply around 80,000 homes and is expected to avoid approximately 311,200 tonnes of carbon dioxide emissions each year.
More than 1,000 people were involved during the construction phase, including employees, subcontractors and project management teams. The majority of the workforce was drawn from the South Banat region, contributing to local economic activity and employment.
Masdar and Taaleri Energia each hold a 50 percent ownership stake in Čibuk 2. The project was developed in partnership with New Energy Solutions.
Serbia is targeting around 3.5 GW of new wind and solar capacity by 2030, alongside a goal of renewables accounting for 45 percent of electricity generation. The Čibuk complex is expected to play an important role in supporting these targets. According to Serbia’s energy ministry, the two Masdar-developed wind farms currently account for around 25 percent of the country’s combined wind and solar capacity.
Beyond the Čibuk complex, Masdar has a Serbian development pipeline exceeding 200 MW across solar, wind and battery storage projects. The company said this pipeline provides a platform for further expansion in Serbia, as well as across Central and Eastern Europe.
Masdar currently has more than 65 GW of renewable energy capacity across global markets, covering solar, onshore and offshore wind, battery storage and hybrid projects. The company has set a target of reaching 100 GW of energy capacity by 2030.
