REC Invites Wind Power Developers for 100 MW ISTS-Connected Projects through Tariff-Based Competitive Bidding

The Renewable Energy Corporation (REC) has issued a Request for Selection (RfS) document, seeking proposals from Wind Power Developers to set up 100 MW ISTS-Connected Wind Power Projects in India. The selection process will be conducted through tariff-based competitive bidding under the Scheme for flexibility in Generation and Scheduling of Thermal/Hydro Power Stations, in association with Renewable Energy and Storage Power, as notified by the Ministry of Power, Government of India.

Interested developers have until August 22, 2023, to submit their bids, with bid opening scheduled for August 25.

The scope of work entails setting up 100 MW ISTS-connected wind power projects, with the Wind Power Developers taking charge of land and connectivity aspects.

The selected developers will be responsible for establishing the dedicated transmission network up to the interconnection or delivery point, covering the associated costs. The minimum voltage for interconnection at the ISTS must be 220 kV.

Bidders can submit offers for a minimum project capacity of 50 MW and a maximum of 100 MW, with the bids quoted in multiples of 10 MW only.

To participate in the bidding process, bidders must pay a bid processing fee of ₹500,000 + 18% GST for each project. Additionally, an earnest money deposit of ₹13,26,000/MW/project of the quoted capacity must be submitted.

The successful bidder must furnish a performance bank guarantee of ₹1.989 million/MW of the allotted capacity seven days before signing the power purchase agreement (PPA).

The commissioned projects are expected to become operational within 18 months of signing the PPA.

The RfS document offers an opportunity for Wind Power Developers to participate in India’s renewable energy sector and contribute to the country’s transition to cleaner and sustainable power generation. By promoting competitive bidding and setting up wind power projects, the initiative aims to enhance renewable energy capacity and support India’s green energy goals.
