SECI Announces Offshore Wind Power Project Tender in Tamil Nadu

The Solar Energy Corporation of India Limited (SECI) has officially declared its intention to seek proposals for the allocation of sea-bed lease rights for Offshore Wind Power Projects in India. This initiative is outlined in the Request for Selection (RfS) titled “Allocation of Sea-bed Lease Rights for Offshore Wind Power Projects in India.”

The scope of work includes survey and development activities, as well as the designing, building, financing, constructing, commissioning, operating, maintaining, and decommissioning of offshore wind power projects off the coast of Tamil Nadu. This process will be carried out through international competitive bidding.

Key points outlined in the RfS involve the development of the transmission system for delivering power to the offshore substation, grid connectivity, and long-term access/access to the grid, all of which fall within the responsibilities of the selected Offshore Wind Power Developer (OWPD).

Furthermore, the RfS specifies that the energy generated from these offshore wind power projects may be utilized in captive mode, sold to third parties (including on a merchant basis), or traded on the power exchange.

The tender documents have been aligned with Model-2(B) based on the ‘Strategy Paper for Establishment of Offshore Wind Energy Projects’ issued by the Ministry of New & Renewable Energy, Government of India. These documents are set to be released shortly.
