NTPC Renewable Energy Seeks BoS Package for 1.1 GW ISTS Wind Projects in Bijapur, Karnataka (Tranche II)

National Thermal Power Corporation (NTPC) Renewable Energy has issued an invitation for bids to provide the balance of system (BoS) package for 1.1 GW inter-state transmission system (ISTS)-connected wind power projects located in Bijapur, Karnataka (Tranche II).

The scope of work entails design, engineering, micro-siting, manufacturing, supply, erection, testing, commissioning, and ensuring guaranteed performance parameters for installing wind projects of 3 MW and above, starting from 33 kV internal evacuation lines from unit substations to the ISTS substation.

Bidders are required to secure land for the project and develop infrastructure, including roads and substations. Additionally, they must offer comprehensive operation and maintenance services for the entire system, including substations and transmission systems, spare parts supply, and payment of applicable charges over a three-year period.

The deadline for bid submissions is May 27, 2024, with bids to be opened on the same day The bid security statement is required for every bid, and the cost of the bidding documents is ₹22,500.

Bidders must either have experience as developers or have been involved in designing, supplying, erecting/supervising erection, and commissioning/supervising commissioning of the balance of system of solar-based grid-connected power projects with a cumulative installed capacity of 40 MW or higher. At least one project should have a capacity of 10 MW or higher, operational for a minimum of six months before the bid opening date.

Alternatively, bidders should have executed an industrial project in the past decade as either a developer or an engineering, procurement, and construction (EPC) contractor in industries such as power, steel, oil, gas, petrochemicals, fertilizers, cement, coal mining, or any other process industry.

The financial value of the projects is delineated as follows:

  • For projects with a quoted capacity ranging from 50 MW to 300 MW, the minimum financial figure is ₹54.9 crore.
  • For projects with a quoted capacity above 300 MW, the minimum financial figure is ₹18.3 lakh/MW.

Furthermore, bidders must have executed at least one electrical substation with a 33 kV or higher voltage level, including equipment like 33 kV or above voltage level circuit breakers and power transformers, either as developers or EPC contractors.

By the bid opening date, the average annual turnover of the bidders for any three of the five previous fiscal years cannot be less than the following financial figures:

  • The minimum annual turnover for a quoted capacity of 50 MW- 300 MW should be ₹54.9 crore.
  • The minimum annual turnover for a quoted capacity of more than 300 MW should be ₹18.3 lakh/MW.

Additionally, bidders should have a positive net worth on the last day of the preceding financial year.
