Copenhagen Infrastructure Partners (CIP), through its Growth Markets Fund II, has partnered with ACEN Corporation to develop one of the Philippines’ first offshore wind projects, with a potential capacity of up to 1 gigawatt (GW). The project, located near San Miguel Bay in Camarines Sur, marks a major milestone in the country’s clean energy transition.

The collaboration combines CIP’s global offshore wind expertise with ACEN’s local leadership in renewable energy development and stakeholder engagement. Together, the companies aim to set a benchmark for offshore wind deployment in the region, helping unlock the Philippines’ vast but underutilized offshore wind potential.

Strategically Positioned for Success

Located in a coastal zone with strong, consistent wind conditions, shallow waters, and proximity to both shore and grid infrastructure, the project is well-positioned for efficient development and long-term operational stability. Its in-bay location also offers lower exposure to typhoon risks, a key advantage in the Philippine context.

Robert Helms, Partner at CIP’s Growth Markets Fund II, said: “We are delighted to enter into this landmark partnership with ACEN, one of the most experienced renewable energy developers in the Philippines. Together with CIP’s offshore wind expertise, we believe that ACEN’s experience and domestic and international track record in project execution and stakeholder management will set a strong foundation for the successful development of the Camarines Sur offshore wind project. This includes anticipated participation in the upcoming first offshore wind auction. We are also working towards the ambition of making our project one of the first operational offshore wind projects in the Philippines in line with the targets set by the current Philippine administration.”

Eric Francia, President and CEO of ACEN, added: “Offshore wind is poised to play a vital role in diversifying the country’s energy mix. ACEN is pleased to partner with CIP, a global leader in the offshore wind sector. We look forward to collaborating on this trailblazing initiative.”

Currently in its pre-development stage, the project is being prepared in anticipation of the Department of Energy’s 5th Green Energy Auction (GEA-5). Subject to regulatory approvals, the wind farm is expected to play a key role in supporting the Luzon grid, delivering sustainable electricity to meet growing national demand.

Driving the Energy Transition

This initiative underscores both companies’ commitment to accelerating clean energy development in the Philippines and catalyzing large-scale renewable infrastructure in Southeast Asia. The project is expected to unlock investment, drive innovation, and strengthen energy security across the region.
