SECI Launches Tranche XV Wind Power Projects Tender for 1300 MW in India

In a significant move towards bolstering renewable energy generation, the Solar Energy Corporation of India (SECI) has released the Request for Selection (RfS) for Tranche XV Wind Power Projects, with a total capacity of 1300 MW.

The RfS has been issued under the Standard Bidding Guidelines, aiming to promote the integration of wind power into the Inter-State Transmission System (ISTS) in India. Scheduled for a pre-bid meeting on August 25th, 2023, at 02:30 PM IST, the tender outlines key details for interested developers. The bid submission deadline is set for September 20th, 2023, at 6:00 PM IST. The tender process necessitates a tender fee of INR 29,500 and a Tender EMD/Bid Bond of INR 1,264,000.

Under this initiative, Wind Power Developers (WPDs) will undertake the establishment of ISTS-connected Wind Power Projects to supply renewable energy to SECI. This entails land identification, installation, ownership of the project, obtaining necessary approvals, and interconnecting with the ISTS network.

The selection process will involve e-bidding for the 1300 MW capacity, which will be allocated across three Indian states: Tamil Nadu, Telangana, and Madhya Pradesh. The distribution of maximum capacities among these states is as follows: Tamil Nadu (300 MW), Telangana (500 MW), and Madhya Pradesh (500 MW).

Interested bidders are required to submit a single bid offering a minimum Contracted Capacity of 50 MW, extendable up to a maximum of 650 MW, with project sizes quoted in multiples of 10 MW. However, certain disclosure requirements apply if multiple bidders have common shareholdings of over 10% but less than 26%.
