MNRE Clarifies Rules For Prototype Wind Turbine Installation Under ALMM Framework

The Ministry of New and Renewable Energy (MNRE) issued an Office Memorandum on July 14, 2026, to clarify the regulatory framework governing the installation of prototype wind turbine models in India. The clarification, signed by Scientist-C Rishikesh Vaishnav, refers to the ministry’s earlier amendment issued on June 25, 2026, and aims to remove ambiguity regarding the installation of prototype wind turbines before their inclusion in the Approved List of Models and Manufacturers (ALMM) for Wind.

According to the memorandum, prototype wind turbine models intended for commercial deployment can only be installed after the specific model has been officially included in the ALMM (Wind) List. This requirement ensures that only approved and certified wind turbine models are deployed for commercial electricity generation across the country.

At the same time, the ministry has clarified that prototype wind turbine models may still be installed and commissioned before their inclusion in the ALMM when the purpose is testing and validation. Such installations are permitted to facilitate the development and performance assessment of new wind turbine technologies before they are commercially introduced.

The memorandum further states that all testing and commissioning activities for prototype models must strictly comply with the provisions specified under Clause 5 of the Revised Guidelines issued by the ministry on June 12, 2025. MNRE noted that the clarification has been issued with the approval of the competent authority to ensure uniform implementation of the guidelines while supporting innovation and maintaining quality standards in India’s wind energy sector.
