Larsen & Toubro (L&T) has announced the successful conclusion of a Framework Cooperation Agreement (FCA) with Dutch-German transmission system operator TenneT for its 2 GW high-voltage direct current (HVDC) offshore wind programme. The agreement was signed in consortium with Hitachi Energy and covers six projects in principle, along with future opportunities under TenneT’s offshore grid expansion programme.
Under the framework agreement, the L&T-Hitachi Energy consortium will continue executing two ongoing offshore transmission projects—IJmuiden Ver Alpha and Nederwiek 1—in the Netherlands. The consortium will also begin work on two additional projects, Nederwiek 3 in the Netherlands and LanWin 5 in Germany.
Collectively, the four projects will provide a cumulative transmission capacity of 8 GW operating at 525 kV. The infrastructure will facilitate the transmission of renewable electricity generated from offshore wind farms in the Dutch and German sectors of the North Sea to their respective onshore electricity grids, supporting Europe’s clean energy transition.
As part of the engineering, procurement, construction and installation (EPCI) scope, L&T will be responsible for delivering the offshore converter platforms and associated infrastructure. Hitachi Energy will supply its HVDC Light® technology, which enables efficient power conversion and long-distance electricity transmission.
According to the company, the partnership combines L&T’s offshore engineering and project execution capabilities with Hitachi Energy’s advanced HVDC technology to deliver reliable transmission infrastructure for large-scale offshore renewable integration.
L&T said its Offshore Wind business is supported by multidisciplinary engineering expertise through its engineering centres in India and Sharjah, UAE, strategic global partnerships, an established supply chain ecosystem and modular fabrication facilities in Kattupalli, India. These capabilities enable the company to execute complex offshore structures while maintaining safety, quality and sustainability standards.
The company stated that the framework agreement further strengthens its international offshore energy portfolio and reinforces its position in the development of sustainable offshore transmission infrastructure supporting global decarbonisation and net-zero objectives.
